16 State Finalists for U.S. School Grants

WASHINGTON - New York, Florida and Pennsylvania are among the 16 first-round finalists in the federal grant competition known as Race to the Top, in which states compete for a share of $4 billion in school improvement money, the federal Department of Education said Thursday.
