PUBLIC ART COMMISSION
AT SAN FRANCISCO INTERNATIONAL AIRPORT: TERMINAL 2 REMODEL

ELIGIBILITY:
These commissions are open to practicing, professional artists residing in the United States.
BUDGET:
The remodel of T-2 will generate $3.2 million in art enrichment funds. Due to the accelerated design and construction schedule for T-2, this RFQ is being issued in advance of the establishment of budgets for specific project sites in order to establish a pool of qualified artists for consideration once project areas are more defined. However, project budgets are estimated to be between $100,000 and $1 million.
PURPOSE: The San Francisco Arts Commission is seeking to establish a pre-qualified pool of professional artists for consideration for a variety of public art projects located at San Francisco International Airport. We encourage artists using a variety of artistic approaches and media to apply
SCHEDULE:
The remodeling and opening of Terminal 2 is a fast track capital project. Artists selected for this project must be available to begin work no later than Sept. 1, 2008.
HISTORY
San Francisco International Airport ’s public art program offers travelers and residents a permanent collection of paintings, sculptures, mosaics and environmental works that reflect the Bay Area’s vibrant and diverse culture. In all, the collection comprises more than 75 pieces in a diversity of styles and media by artists of local, national, and international acclaim. The works were commissioned in accordance with San Francisco’s percent-for-art ordinance, which provides for an art enrichment allocation equivalent to 2% of the construction cost of a new or renovated civic structure.
The San Francisco Arts commission, a city agency, launched SFO’s public art program in 1977 with the construction of Terminal 3. In the course of the next ten years, it purchased or commissioned over 69 works of art for Terminals 1, 2 and 3. Later, the International Terminal, completed in 2000, became home to another 19 major works, commissioned specifically to for the new facility’s state-of-the art lobbies, corridors and gate rooms.
PROJECT DESCRIPTION
With the opening of the new International Terminal in 2000, the old international terminal, Terminal 2, closed. Terminal 2 is now being completely remodeled as a domestic terminal, with Virgin America being the primary carrier that will fly out of the terminal when construction is complete. The remodeled terminal will provide multiple opportunities for artists working in a variety of media. Project opportunities may include, but are not limited to:
The glass curtain wall at the entry of the terminal
Suspended artworks
ARTIST SELECTION CONSIDERATIONS
-Artworks that feature the use of either or both artificial and natural light
-Artistic excellence, innovation and originality as evidenced by representations of past work and other supporting material.
-The artist’s work is judged to strengthen the existing art collection at SFO.

The artist's professional experience is adequate to meet the demands of the project.

The artist is available to participate in the design, approval and implementation of the project as required.

Assessed ability to meet project deadlines, and to perform work in a timely and professional manner.

Results of reference checks.
ARTIST SELECTION PROCESS
After the application deadline the Arts Commission Public Art staff will screen applicants to establish a qualified candidate pool to be considered for these commissions. These pre-qualified artists will be presented to an Artist Selection Panel consisting of arts professionals and one representative each from the Arts Commission and Airport Commission and in some cases the project architect. It is anticipated that there may several selection panels for the various opportunities in the terminal. The panel(s) may select finalists, who will be paid an honorarium to either develop a site proposal, and/or attend an interview. After interviewing the candidates and reviewing proposals (if requested), the Selection Panel will recommend candidate(s) to the Arts Commission and Airport for approval.

CITY AND COUNTY OF SAN FRANCISCO POLICIES
Non-Discrimination and Equal Benefits Ordinance
The City and County of San Francisco, in its effort to provide equality of opportunity and equality of benefits, requires that individuals and businesses doing business with the City comply with Sections 12B and 12D of the Administrative Code. This requires that if you are an employer, and if you provide health or other benefits to the spouses of your employees, you must provide equal benefits to the registered domestic partners of your employees. This section also requires demonstration of good faith efforts to hire local disadvantaged business enterprises.
Americans with Disabilities Act
The selected artist(s) will be required to comply with federal, state and local codes relative to accessibility for the disabled, and will be encouraged to develop artwork(s) sensitive to programmatic as well as physical accessibility issues.
Minimum Compensation Ordinance (MCO)
(This requirement only pertains to artists who have over 20 employees, or artists who may have their artwork fabricated by a company with over 20 employees.) The selected artist(s) will be required to agree to comply fully with and be bound by the provisions of the Minimum Compensation Ordinance (MCO), as set forth in S.F. Administrative Code Chapter 12P. Generally, this Ordinance requires contractors to provide employees covered by the Ordinance who do work funded under the contract with hourly gross compensation and paid and unpaid time off that meet certain minimum requirements. Currently, the hourly gross compensation is $9.00 an hour. For the contractual requirements of the MCO, see paragraph 42 of the Ordinance. Note that the gross hourly compensation for covered employees increases to $10.00 for For-Profit entities on January 1, 2002 and increases 2.5% annually thereafter for 3 years. For Nonprofit entities and public entities, this increase is required only if the City makes the finding required by Section 12P.3(a)(ii) of the San Francisco Administrative Code. Health Care Accountability Ordinance (HCAO)
(This requirement only pertains to artists who have over 20 employees, or artists who may have their artwork fabricated by a company with over 20 employees.)
The selected artist will be required to agree to comply fully with and be bound by the provisions of the Health Care Accountability Ordinance (HCAO), as set forth in S.F. Administrative Code Chapter 12Q. Artists should consult the San Francisco Administrative Code to determine their compliance obligations under this chapter. Additional information regarding the HCAO is available on the web at “www.sfgov.org/purchase/hcao.htm”.
Other Requirements
The artist selected and approved by the Arts Commission shall be required to enter into contract with the City and County of San Francisco for the duration of the project. Throughout the duration of the contract, the artist, and the artist’s subcontractors, may be required to maintain a San Francisco business tax certificate, and may need to obtain various types of insurance, including Automobile Liability insurance, General Liability insurance, Fine Arts insurance (or other insurance against loss), and other insurance, as required by the City.
