RFQ: General Hospital Main Entry Drive Sculpture and Plaza Artwork

ELIGIBILITY
Eligibility is open to professional, practicing artists residing in the nine San Francisco Bay Area counties: Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, Solano, and Sonoma. Entries not meeting eligibility guidelines shall be withdrawn from consideration.
PLEASE NOTE
For artists who applied through CaFÉ to the “San Francisco General Hospital” RFQ which was issued on 9/20/08, please do not apply to this RFQ. Those artists’ applications will be screened for eligibility and reviewed in consideration for the Main Entry Drive and Plaza Artwork opportunities. Artists may verify whether they applied to the “San Francisco General Hospital” RFQ by checking the artist’s user account on CaFÉ under the artist’s applications archive.
PROJECT GOALS
General Hospital’s new Acute Care Unit will be located on the west lawn of the existing San Francisco General Hospital campus. The new facility will house 284 patient beds, as well as surgical and other acute care functions. The building is nine stories, with two basement stories and seven stories above ground. The San Francisco Arts Commission’s goal is to commission artwork of the highest aesthetic standards for the General Hospital Acute Care Unit that contributes to the happiness and well-being of patients, visitors and staff. Through this RFQ we intend to establish a candidate pool of professional artists for consideration for two public art project opportunities: 1. Main Entry Drive Sculpture and 2. Plaza Artwork.
GENERAL HOSPITAL ACUTE CARE UNIT PROJECT SCHEDULE
The following schedule is the architectural design and construction schedule for the new hospital building. The schedule is subject to change.

ART OPPORTUNITIES
There are two opportunities for commissioning of artwork for the exterior space of the new Acute Care Unit:
1. MAIN ENTRY DRIVE TURNAROUND: The design of the main entry drive, which runs north and south from 23rd Street into the hospital campus, features a turnaround median at the hospital’s main entrance. The approximate size of the median is 25’ wide by 50’ long. The turnaround median has been designed to include landscaping and a large scale sculpture as the focal point. Due to the prominence of the location, this is an excellent opportunity for a signature artwork which would have the potential to become an emblem for the hospital.
2. PLAZA BETWEEN THE ACUTE CARE UNIT AND EXISTING HOSPITAL: The design of the plaza which connects the new Acute Care Unit to the existing hospital has an open design to facilitate the flow of people. The plaza is located at the center of the hospital campus and serves as the hub between the two hospital buildings and is a pedestrian connection from those buildings to the main entry drive to the south and the emergency vehicle drive to the north. The plaza includes condensed areas of plantings, seating and bike parking. This site offers an opportunity for an artist to create human scale sculptural elements which can be integrated into the overall plaza design. These elements may be sculptural, functional and/or integrated design work.
PROJECT BUDGET ALLOCATIONS
The artwork budget allocations for the two sites, which will cover all project costs including design, materials, engineering, fabrication, transportation, installation, lighting, acknowledgment plaque, artist’s fee, and insurance, are as follows:
1. MAIN ENTRY DRIVE TURNAROUND: $400,000
2. PLAZA: $300,000
ARTIST SELECTION CONSIDERATIONS
- Artistic excellence, innovation and originality as evidenced by representations of past work and other supporting material.
- The artist’s work is judged to be appropriate to the goals of the project.
- The artist’s professional experience is adequate to meet the demands of the project.
- The artist is available to participate in the design, approval and implementation of the project as required.
- Assessed ability to meet project deadlines and to perform work in a timely and professional manner.
- Results of reference checks.
In addition to the artist selection criteria above, artwork commissioned for these opportunities must meet the following additional criteria:
- The artwork is appropriate for the hospital environment.
- The work requires very little or no maintenance (no media work).
- The work is executed in durable materials.

All application materials must be submitted online via CaFÉ. There is no application fee to apply or to use the CaFÉ online application system. PLEASE NOTE — FOR ARTIST TEAM APPLICATIONS
Artist teams must submit one application and are limited to 10 images total.
ARTIST SELECTION PROCESS
After the deadline the Arts Commission Public Art staff will screen applications to establish a qualified candidate pool to be considered for these commissions. This pool of qualified artists will be presented to an artist selection panel consisting of two arts professionals, a representative from the Arts Commission, a representative from the Bureau of Architecture, and two representatives from General Hospital. After considering the artists’ qualifications, the artist selection panel will identify three finalists and one alternate for each of the two project opportunities for recommendation to the Arts Commission for approval. The finalists will be invited to develop conceptual proposals after attending an orientation session with the project team and key stakeholders. Each finalist will be paid an honorarium of $2,500 for development of a conceptual design proposal.

POLICIES
Proposal Board and Maquette Policy
Artists will be asked to develop a proposal board and/or maquette or other design materials for the proposal for which the following policy shall apply.
The Arts Commission shall:
● At its sole discretion, have the unconditional right to own proposal boards and maquettes or other design materials produced as part of this selection and/or commission process.
● Be given credit upon display and/or reproduction of any maquette or proposal commissioned, whether selected for implementation or not.
● Require that all concepts, proposals, and/or maquettes submitted are original and unique.
Equal Benefits Ordinance
The City and County of San Francisco, in its effort to provide equality of opportunity and equality of benefits, requires that all entities receiving public monies comply with Sections 12B and 12D of the Administrative Code, relative to provision of equal benefits to registered domestic partners and demonstration of good faith efforts to hire minority-owned, women-owned and San Francisco-based subcontractors.
Americans with Disabilities Act
The selected artist(s) will be required to comply with Americans for Disabilities Act (ADA) requirements in addition to related federal, state and locals codes and will be encouraged to develop artwork(s) sensitive to programmatic as well as physical accessibility issues in cooperation with the Arts Commission and disabled communities.
Required Forms and Contracts
In addition to the proposal MOU, as part of the City’s contracting process, the artist selected and approved by the Arts Commission shall be asked to enter into contract with the City and County of San Francisco for the entire duration of the project. Artist applicants should review the Arts Commission standard template contract which can be found on the Arts Commission website: http://www.sfartscommission.org/pubartcollection/documents/pa03-sample-artist-contract/. While some items specific to individual projects such as scope of work, payment schedule and schedule of deliverables may be negotiated, the terms of the contract will not be changed. Depending upon the specific scope of the project, prior to the issuance and throughout the duration of the contract, the artist will also be required to maintain a San Francisco business tax license, go through the Vendor set-up process, fill out specific documents from the Human Rights Commission and will be required to carry various types of insurance, including Automobile Liability, General Liability, Fine Arts, and other insurance as required by the City.
