The San Francisco Arts Commission plans to implement two public art projects in conjunction with the renovation of the Palega Recreation Center: one to be located outdoors and one for the building’s interior. A total of five artists were selected by the Palega Recreation Center Artist Selection Panel to create artwork proposals for these two opportunities. The artists Scott Oliver, Rebar Group and the team of Peter Richards and Susan Schwartzenberg have created proposals for an outdoor artwork. The artists Jeffrey Long, Scott Oliver and Kelly Ording have created proposals for large scale, two-dimensional integrated artwork inside the Recreation Center. Come see the public art proposals while they are on view at the Palega Recreation Center and provide us with feedback in the comment book located at the Center. Your opinions will be shared with the selection panel before one proposal is chosen for implementation.

Art at the Palega Recreation Center

The designs on display are the work of five artists who were invited to make proposals for artworks that will be part of the renovated Palega Recreation Center. The Rebar group, the artist team of Peter Richards and Susan Schwartzenberg, and Scott Oliver have created proposals for an outdoor artwork. Scott Oliver, Jeffrey Long, and Kelly Ording have created proposals for an artwork to be integrated into the Palega Recreation Center’s interior. One proposal for the outdoor artwork opportunity and one proposal for the interior artwork opportunity will be selected by the Artist Selection Panel

As part of the 2008 Clean & Safe Neighborhood Park Bond Program, the Recreation and Parks Department plans to renovate the Palega Recreation Center and add a community room to the historic recreation center; modify the site layout to improve circulation and accessibility and remove barriers; relocate and improve the children’s play area and courts; restore existing roads, pathways and fields; upgrade the irrigation and lighting systems; and conduct overall reconditioning of the park landscape. The new building will be LEED Certified Silver.

Overview of Artist Selection Process

The San Francisco Arts Commission convened an ad hoc Artist Selection Panel that included a community representative, a Recreation and Park Department project team representative, an Arts Commissioner and two arts professionals.

The Artist Selection Panel met on August 9th to review the qualifications of twenty nine artists in the candidate pool. At that first meeting, the Selection Panel selected five finalists (Rebar Group, the artist team of Peter Richards and Susan Schwartzenberg, Scott Oliver, Jeffrey Long and Kelly Ording) to prepare artwork proposals for the Palega Recreation Center. The five finalists, along with members of the Selection Panel, the project team and the community, met on August 30th for a project orientation. Each of the artists spent approximately 12 weeks developing their proposals, which are on view for public comment from December 6th through December 20th at the Palega Recreation Center and on the San Francisco Arts Commission website.

The final Artist Selection Panel meeting will take place on January 11, 2010, 12 p.m. to 5 p.m. at 25 Van Ness Avenue, Suite 70. (The meeting date is subject to change.) At the Selection Panel’s final meeting, the panelists will interview each of the five finalists presenting their proposals, deliberate about the proposals, and then decide which artist/proposal to recommend to the Arts Commission for final approval for both the outdoor and interior artwork opportunities. A summary of the public comment will be sent to the panelists prior to the final Selection Panel meeting and the Selection Panel will discuss the public comments as part of the deliberations at the final Selection Panel meeting. In addition to your comments, the Selection Panel will consider factors such as artistic merit, originality, appropriateness to the site and practical factors such as maintenance, feasibility and budget. The Panel’s recommendation must be approved by the Arts Commission’s Visual Arts Committee and the full Arts Commission before the selected artists can begin work.

After the Arts Commission approves a proposal for an outdoor artwork and a proposal for an interior artwork, the artists will enter into contract with the Arts Commission to complete final design, fabricate, transport and install the artwork. The artists will work closely with the City staff, including architects and engineers, to ensure that the artwork is installed according to all City codes and requirements. Adjustments to the design may be made during final design to reflect community and City concerns. If necessary, additional community input will be sought prior to Arts Commission approval of final design.
