49 South Van Ness Two-Dimensional Art

Project Overview

The San Francisco Arts Commission invites artists who work in two-dimensional media, such as painting, drawing and photography, to submit original creative works that are available for purchase for the 49 South Van Ness Two Dimensional Art program. These works will supplement the existing art collection at 49 South Van Ness.

Project Budget 
The purchase price of the individual unframed original artwork should not exceed $10,000, and be appropriate to the scale of the artwork, medium, as well as the market rate for the artist’s work.

The artist whose original artwork is selected for purchase will be responsible for the delivery of the artwork to the framer/installer in Oakland, CA. Framing and installation costs will be the responsibility of the Arts Commission.

Size of unframed artwork should be no smaller than approx. 20 inches x 24 inches in any direction and no larger than approx. 48 inches x 60 inches in any direction.

Eligibility
Eligibility is open to professional, practicing artists who reside in the United States. Entries not meeting eligibility guidelines will be withdrawn from consideration.

Project Description

49 South Van Ness Avenue is a permit center and office building that is occupied by several City departments including Building Inspection, Planning, and Public Works. The new City building is an 18-story tower on 11th Street between Market and Mission streets.

The new artworks purchased through this RFQ will join the 49 South Van Ness 2D Art Program’s existing collection currently exhibited on multiple floors of the building. Preference will be given to artists whose works are not currently part of the building’s collection.

The Arts Commission is seeking original artworks for prominent locations within this new City office space that reflect the nature of the work performed by the departments housed within it, the built urban environment, and the historical, cultural, environmental, and diverse landscapes of San Francisco and the Bay Area. 

Selection Process

Staff will review all applications and establish a short list of applicants for presentation to the Review Panel.

Artist Review Panel: This list of qualified artists/artworks will be presented to an artist review panel consisting of an Arts Commissioner, two arts professionals, and five representatives of the client agencies. The Panel will review and evaluate the list and select approximately 15—30 artworks for display. Final purchase of artwork is contingent on in-person review and approval of artwork by Arts Commission staff.

Arts Commission Approval: The Artist Selection Panel’s recommendation will be submitted first to the Visual Arts Committee, a subcommittee of the Arts Commission and then to the full Arts Commission for approval.

ARTIST SELECTION CONSIDERATIONS

The scoring criteria is informed by the agency’s values and goals, as referenced in SFAC’s Racial Equity Statement and Civic Art Collection goals, and the goals specific to this project.

SFAC Racial Equity Statement

The San Francisco Arts Commission is committed to creating a city where all artists and cultural workers have the freedom, resources and platform to share their stories, art and culture and where race does not predetermine one’s success in life. We also acknowledge that we occupy traditional and unceded Ohlone land. Fueled by these beliefs, we commit to addressing the systemic inequities within our agency, the City and County of San Francisco and the broader arts and culture sector. This work requires that we focus on race as we confront inequities of the past, reveal inequities of the present and develop effective strategies to move all of us towards an equitable future.

Scoring Criteria:
Criteria to be used when scoring an artist’s application for a commission and/or acquisition of artwork by either purchases or commission shall include but not be limited to the following considerations below. Per City contracting requirements, artist applicants who are registered as a Local Business Enterprise will be given a rating bonus of 10% relative to other applicants.

Artistic Merit: Artistic merit may be judged by such measures as originality of concept and artistic vision; the degree to which the work engages the viewer emotionally, intellectually, spiritually; the quality of craftsmanship or mastery of skills and techniques. Artistic merit may also be accredited to artwork that reflects a significant or direct relationship between artist and distinct racial or cultural communities.

Meets Project Goals: The proposed artwork(s) meets the specific goals of the project as defined in the Project Outline and/or RFQ as approved by the Commission.

Appropriate to Site: The proposal is appropriate for its intended display location in terms of scale, media, design or imagery and is judged relevant within the context of the surrounding community and is appropriate for the mission and operations of the client department.

Contributes to the Quality of the Civic Art Collection: Is judged to support/improve the collection in terms of artistic quality and diversity of artists

Duplication: Artists will be asked to warrant as a condition of their agreement with the City that the artwork commissioned or purchased is unique and an edition of one, and shall not be duplicated unless it is part of a limited edition or otherwise stated to the contrary in the artist’s contract with the Commission.

Applications are available through SlideRoom, an online application system for calls for entry. There is no charge to artists for using SlideRoom. Please be sure to allow adequate time to submit your application as technical difficulties can occur. Applications that are mailed, emailed, faxed or hand-delivered will not be considered. 

Applications will not be accepted after the March 18, 2022, 11:59 p.m. PST deadline.
